Garrett County's own Jon Boone is being advertised far and wide as a wind expert, PhD and noted scholar, but is it fact or fiction?

I recently did a search of Google Scholar for Mr. Boone's works with even one scholarly citation and found nothing. I did however find a thorough textbook entitled, "Wind and Solar Power Systems" by Mukund R. Patel which has been cited 140 times.
